Based on over 100 comments here and over at CTH, if your phone is off but not shielded, somehow it receives and stores messages (or at least alerts). I tried to say that clearly; my bagged and turned-off phone, when powered back up, got no alert, whereas many folks' UNbagged and turned-off phones DID screech the alert when powered back up.

My faraday'd + microwaved phone experience as well. No alert, nor on old galaxy which cannot make/receive calls . I had fridged that one, unbagged. So the scoffers may scoff, but we may be said to have performed an experiment on the effective reach of gov.
Your last sentence: Exactly the point! We appear to have learned some of the limits of 5G devices as they stand today. This was akin to a day at the range, trying out different ammo in one known handgun.
Had I not needed to use my phone, I would have put it in the faraday bag as well. I never get calls, nor missed calls, texts or messages, when I put it in there. It really does block everything completely. I permanently keep my emergency radio in there as well as my emergency solar phone charger/flashlight. I don’t put the phone in as often as I would like to bc I have kids and grandkids that may need me in an emergency.
I opted out on settings, placed my phone in an f bag and used the opportunity as a test of their system. When I took it out, the alert message was there. So, it overrode my ph settings and popped up on the screen after. I did not delete, just took a screenshot & went to the icons screen to do my stuff. It did not appear again that day, but did appear & disappear twice more.
I don’t think it’s part of a nefarious plan, although it could certainly be. Pointless to speculate, imo. But it’s good to learn a little about how my phone disobeyed my direct orders(!) and how the alert seems to have had inconsistent behavior, as we compare notes here.
