Beyond that, they must also have “a need to know” to handle that material, which is common for any kind of classified material. There are guidelines about how classified material is to be stored and transported as well. The fact that Trump added a padlock to the location of the classified material shows he was trying to comply with the security requirements the FBI wanted to be happy. But none of this is necessary or required if Trump as President declassified all the material. So we would have to know the current classification status of said material to say for sure.
