There is no reason, at this point in time, for people to have to move to the district of corruption; they can work online like everyone else. That would make it a little bit harder for all the lobbyists and shenanigans in DC. And do away with the perpetual unelected DC staffers running the show. And lower their salaries to $50,000/year with a one-time flat fee retirement benefit. Forbid stock trading by politicians while in office. This would be a good start.
