Kennedy is drafting a new bill (ten days' work, supposedly) to frame voting non-citizens as a budgetary matter, inasmuch as they receive benefits to which only citizens are entitled.
That’s encouraging. The bill cannot be included in reconciliation if not related to budget items. The Parliamentarian would not approve it being included.
