Happens to me too. If you click on the comment and it goes to the top of the comments section, try refreshing the page. It usually then goes to the comment itself.
Seems like substack gets stuck when there are hundreds of comments and probably times out. Refreshing the page gives it another try and it usually works (for me at least).
