The need for NATO ceased to exist once the USSR fell. The Warsaw Pact came apart, Gorbachev said he wanted Russia to become part of the rest of the world. But instead of halting the expansion or dismantling NATO, instead those nations slowly began getting absorbed into NATO.

In contrast, these Ukrainian teams are operating more along the lines of US Rangers or British Rangers (previously Specialised Infantry Group) in which they are capable of conducting independent covert" operations as well as supporting larger ground operations.
