Fla Mom, that’s typical of employees at any government agency. I retired from a state agency and we had numerous people who took 2 hour breaks, or their specialty was standing around talking and distracting those who were trying to actually work. They give all agency employees a bad name.

Not true for soldiers, at least, back in the day, though there were many civilian DoD employees I could have throttled. Some who were incredibly good, too, thankfully, but not the norm, probably.

I was s soldier. It wasn’t true for me. However, I saw a lot of abuse. The VA was worse; power and control reigned.

I did a Pentagon civilian summer job once. I was told the first week I had to leave at 5 pm even if I wanted to finish a task taking only 5 minutes longer. "You are NOT paid to work that long!," my boss said. Clear message was just do the minimums to avoid being fired. Court jesters performing a Kabuki show for idiot royal bosses.
