Anything is better than nothing!

There is a mass internal migration going on (as they failed to impose mandated lock downs) where people are leaving the blue states for the liberty states and as a result this will cause the blue states, especially CA and NY, to lose electoral votes. Conversely, states like TX, FL and TENN will gain electoral votes. As you said, the whole purpose of Biden's open border is to bring these people into the blue states to offset the loss in population there.
