I’m guessing the only legit reason is if the State is conducting business there that could be impacted by geo-political events and war. Many US companies have operations there, for example, Intel has major semiconductor operations there.

Otherwise, maybe they see it as a way to “elevate” their personal brand by being associated with world events. And maybe like Joe, they see it as an opportunity to form relationships to assist in funneling money to their preferred companies, and perhaps for personal gain.

Sometimes I’ll bet they just want a tax-payer-funded VACATION so they book international travel to have some fun.

All speculation, of course.

#2, I'd add that these governors want to funnel money to their own campaigns by impressing important constituents in their respective states. So, personal gain.
