How can we be surprised by anything we see in the sky at this point? It would be more shocking if this technology had been kept under wraps for years and then suddenly they hit us with it all at once, declaring a UFO invasion. The populace would be unprepared. But we've had years of exposure to this tech - so I don't think Reagan's concept is possible at this point.
