I think it means that Trump's 'remain in Mexico' policy, or a similar name, allowed legally because of COVID, will no longer be in effect, so those claiming refugee status can enter at will and disappear. Recent reporting through Michael Yon, involving other reporters as well, has documented the incredible flow coming through Panama heading here. Obama wanted to "fundamentally transform" our nation, and he is - into a complete wreck, ripe for the pickings and no longer a world leader in anything but chaos, to be followed, if history holds, by tyranny.
