Yes, you can print your own ballot in CA. But you need to mail it in with an affidavit you have signed, with your birthdate, etc. They supposedly check your signature against the signature in your file before they accept it. Then it needs to be duplicated onto a normal ballot compatible with the scanner- certainly a risk. I’ve used this option twice- when my husband didn’t receive his mail ballot and was too sick to vote in person. Both times it was supposedly counted.
and if he voted Democrat you can bet it was counted (no need to count it twice in CA). If he voted Republican it probably ended up in the dust bin. Thankfully the founding fathers created the electoral college process and put it in the constitution
