Natos aid to Ukraine would become unecessary if Russia went back to the 1994 borders which it agreed to
NATO agreed to not have NATO countries bordering Russia. So really NATO started it.
Nato never agreed to that.
Russia did sign an agreement to not invade Ukraine.
