Surely one factor, if not necessarily the dominant one, is the Eastern European Jews' ancestral hatred of Russia. For similar reasons, more recently they had good reason to loathe Germany. Even though the actual persons affected are long dead (generations ago), their descendants don't easily forget injuries real or imagined. These people are very insular, very highly educated and they gravitate to powerful positions in private and public life, in numbers far beyond what their tiny share of the "host" population would suggest. Although this comes off as sounding anti-Semitic, consider that it is, or I intend it, as a neutral observation of a general historical truth. Outsized Jewish roles in governments, commerce and other power centers, in large part, explains (I didn't say "justifies") the periodic upheavals over the centuries that have ended badly for them: pogroms, purges, exiles or worse.
