Did you know that (at least in Florida) if one is summoned for jury duty and fails to appear, one can be hauled off to jail (although, I think that is rare?) In many jobs one only has limited (or no) sick days, and faces firing for failure to appear. Now, it's true that for most such demands a person doesn't risk jail, but there are an endless number of legitimate reasons a sick person might need to leave his home. And finally, there is the dismaying fact that humans are stubborn. Even if they know they are contagious or somehow otherwise pose a risk, a lot of people are bullheaded and will still go out in public.
