Bum in the sense that he's slovenly, with zero regard for his appearance. For goodness sake, even if one has zero self-esteem and no regard for how they present themselves to the world, the rest of us still have to look at them. How hard is it to get a haircut and wear some decent clothes?
Despite that this guy still chose to look like a slob even among former heads of state, just like a homeless person would. The only difference is this guy could afford to clean himself up but refuses. You bring up a good point though, spoiled rich kids do the same. He's the Fetterman of finance.
Edit: Adding that this comparison is probably unfair to homeless people. They end up in their dire situation via a lifetime of poor choices, addiction, and/or mental illness. This guy does it intentionally as he apparently thinks so little of others he can't be bothered to make himself presentable.
