It's Tammany Hall, at the very least. Everything is very bureaucratic by design, because this allows for both corruption and obfuscation. If you want to get anything done quickly, it helps to know a guy. To know a guy, you have to be helpful, friendly, or related. Once you know a guy, then you are complicit and incentivized to keep the status quo because you directly benefit. And round and round it goes.

This is so true, and most blue cities are run exactly like that. The rulers don’t care if there are drug wars with killings daily, as long as they get to rule over the ashes, and dead bodies. And these are usually white people ruling over blacks. So then an

Ike Cory hooker gets in, and sees how it works, and doesn’t give a crap either, as long as he gets his perks. There are no altruistic politicians. Anywhere. Ever. Never have been.

Actually Newark has had a black mayor since 1986. And the person who stepped in briefly when Booker became Senator was Puerto Rican. The majority of people in government in both Newark and Elizabeth are either black or hispanic - Elizabeth has some more Irish and Italians, especially in the police and fire departments, but this also reflects the demographics - Elizabeth is a city of ethnic enclaves.
