My thinking is if they really are part of the attempt and coverup, they would be looking for an angle to exploit. The public gave them one: accusation that Trump staged this. So now they slowly start to knit pieces around that accusation piece by piece to add more doubt to the authenticity of the attempted assassination and take the focus off of the truth. It would start with playing into “the wound wasn’t caused by a bullet Trump was never in any danger” rants we hear. I think an honest responsible FBI would see the lack of reason in doing that, but alas they are so … not honest and wholly irresponsible. Bullet or shrapnel should never matter. He WAS shot at. Period.
