Clearly, they did not need his willing participation to carry out their plandemic that had been in the works for decades. The real catalyst was the CIA and the MSM. The DoD was the originator and deployment agent for the bio-weapon deployment. Whatever politician was in office, Trump or Clinton, was simply the expedient means of making it legal. It really didn't matter who was in office.
But Phil, to this day, he touts the vaccines as "miracles" etc. How do you reconcile this? He is not the bumbling fool who was tricked and remains in the dark 4 years later. Of course he knows, so why would he keep saying this? He was deliberately in office when the plandemic started to make sure the right would inject themselves ---because they wouldn't under Biden--and that's why they needed a Dem next, to ensure the left got injected. There is a logic to your reasoning. The way the EO was signed months before the first covid case gave him plausible deniability. But if he continues to support the bio-weapon shots after he is elected then your position is confirmed. I think the logic is undeniable.
