Our official is a county clerk who loves the power he holds. Mail in ballots, ballot drop boxes, early voting, etc are all his domain. At the beginning of the 2022 election his internet went down. Dufus claimed it was a cyber attack 🤣 Computer Science profs quickly squashed that notion. What a maroon.

Voter rolls are maintained by County government in accordance with state law. Requirements vary by state. Also, some County Clerks are more proactive in cleaning up voter rolls than others, and... some Clerks and County staff are just partisan hacks. If you move to a different county or state, it's on you to register to vote so that you're properly represented in your new district. Same if you move to a different precinct within the same county, although that may require just a simple change of address at the County Clerks office, or County Board of Elections. ALWAYS a good idea to verify that your name has been removed from the voter roll at your previous address.

And also a good idea to verify that the names of any deceased family members, or the names of people such as parents, grandparents, siblings, and your own grown children who have moved elsewhere, even going back decades, are removed from the voter rolls based on their previous addresses.
