Acts 1 says an Apostle had to have been a follower of Christ during His life and familiar with all His teachings and seen Him resurrected and taken up. There were Twelve. After that there are only saved Saints like you and me. No man can confer sainthood upon another.

The Church does not "confer sainthood" it recognizes it after the fact. There are millions of unknown, undeclared saints.
But again, none of them are outside the Catholic Church. Not one.
