If Congress holds the purse strings and the House is now run by Republicans, how is it that Biden can seemingly in his nap time, fund millions and billions wherever he wants. Remember how Trump fought tooth and nail for any money to fund the border wall?
The Democrats don't obey the rule of law. They just do as they wish and act like our tax money is their personal piggy bank. As far as having a majority in the house, you have to have both house and senate with enough of a majority to override a veto to get anything passed so while we hold a small majority, it's useless which is why congressional votes matter as much as if nor more than presidential votes.
I’m guessing they have a mechanism built into the budget with a foreign aid slush fund or they can pull from one budget item and reallocate. I don’t know how, but congress is not passing these.
