Tax credits let people earn money by filing tax returns, even when they pay no taxes. Not sure that makes sense; they’re already surviving on our tax dollars.

I'm not sure what you mean...if you don't pay any income taxes, you cannot file an income tax return. Please clarify what you mean by "not paying any taxes"?
Of course you can. If anything was withheld and you don't "owe" it, you'll file a return to get that back. If you have very low income but you worked, you'll file to get Earned Income Credit.
Note I'm not endorsing this; just saying that's what happens.
For 2021 you could get $3600 for each child under 6 or $3000 for a child between 6 and 17 even if you had no income, did not work, paid no social security taxes. Truth. Sorry, I didn’t realize that you now have to claim earned income. Idk when that changed.
Wow, what State is that in? Here in Texas, you can only claim child tax credits IF you actually pay taxes. Welfare and non-taxable income do not count.

I’m also not certain if it’s an offset on earned income, or a “you tried, here’s some money.”
