So the Federal govt approves it and then Trump rescinds it. How is that legal? It isn't and will most likely be overturned by the courts., unless a default of the conditions of approval were violated OR NYC wants a reason to overturn it because they fear for their lives (ha, ha - this program is very unpopular - full disclosure, I am a former NY'er).
The governess doesn't have the money. President Trump just cut off the gravy train for the bloated MTA bottomless pit. There's never enough money for that trough. What he did is not illegal. To think that he cannot do this and continue to withdraw Federal funding from this shithole city and state is laughable, at least. These feckless "leaders" and apparently some observers have not a clue what he's actually doing to them and what's coming next and from which directions simultaneously. 30 days in and they are terrified. The governess has shit between its ears and it's oozing from multiple orifices, and will be arrested and criminally charged for aiding and abetting illegal aliens. These douchettes have billions of taxpayer dollars for illegals but haven't a dime for their "toll" system? So, raise taxes and fees more elsewhere which is such a popular rallying cry, especially in an upcoming election season. President Trump has forced these morons into a trap of their own making, and going forward they will engage in a circular firing squad. Long live the King, in deed.

If the fed's approved this, I see no authority to "pull" approval. I am not sure if the Fed's are actually funding this - still looking. So you ask your town for a zoning exemptiion or rezone to do a home project and they say yes. Two months later can they pull that approval? Even after you spent thousands of dollars on that project? This is the world you want to live in?

Go to page 49 of the report to find the Income Statement. My My, this company has a Revenue line called "Automotive Regulatory Credits". What in the world is that? In 2024, it amounted to $2.763 Billion dollars!
Now go to page 55 and read up on what they are. "We earn tradable credits in the operation of our automotive business under various regulations related to ZEVs, greenhouse gas, fuel economy and clean fuel. We sell these credits to other regulated entities who can use the credits to comply with emission standards and other regulatory requirements." "We recognize revenue on the sale of automotive regulatory credits, which have negligible incremental costs associated
with them, at the time control of the regulatory credits is transferred to the purchasing party. "
Now also read how he uses them to show a profit that the boy wonder can't make the old fashion way.

See without all the government incentives, and there are more than just carbon credits, Musk isn't so rich.

The town zoning approval hypothesis is not the equivalent. The homeowner is using his own money. These grifters are use Taxpayer money, which is supposed to be used for highway maintenance for the public’s use. If the governess wants to impose tolls and abuse the citizens of the formerly great state of New York, that’s its prerogative. The control of the public highways goes back to England, which is still the foundation of the government control of the public highways. Only the king can impede the use of the public highways. Indeed, but the United States was not established until the war was won and the Constitution adopted in 1787. Our jurisprudence is based on English common law. That Common Law still applies where no legislature has made a law that changes it. The States and Federal Government have inherited the king's sovereignty. Very simply this is why I can't control who uses the roads and you can't either. And this is why the state can issue driver's licenses and a town or village or city cannot, except where the sovereign, the state, gives them the authority, like requiring a taxi to have a license. Another example of the common law still in play occurs here in New York: a couple of Towns on Long Island, established well before the Revolution, were granted the rights to offshore lands and when the State has tried to assert its control over those beds, it has lost because the king granted those rights and they cannot be taken away. So here, the Towns regularly tell the State to pound their own sand.
