Yep, big time deflection of responsibility. And there was a ladder. How and when was it put there? Did the shooter bring it with him or was it placed there beforehand? How did he know to place it on that particular building whey wasn’t it noticed before? Why did a local policeman climb it, see the gunman, and scurry back down?
