Yes, it is. I believe when Jesus cleared the Temple of the money changers and those selling sacrificial animals his anger was a righteous anger. Then when he dealt with the religious leader several times, we can hear his righteous anger in the words he used towards them.
Righteous anger is a thing. A biblical thing.
