Playing devil's advocate here:

I am sure they all knew it was a bioweapon and therefore, one can understand the uncertainty and subsequent urgent concern.

No one knew what to expect.

What explains the bioweapon's lack of lethality for the majority?

The explanation is simple but not one many can accept. They want everything to fit their tidy conspiracy.

The truth is that the ChiCom virus bioweapon was released prematurely. It wasn't intended for release when it escaped. They were (and are) working on it.

Top quality bioweapons will take out the healthy young workers in a society at a minimum. This one became a nursing home disease taking out people who on average suffered "three or more comorbidities."

Meaning, the ChiCom virus took out the old and sickly. Far less, the young and healthy with a 1,000% differential. People still fail to note this and that the elderly overall, 70+ were beating the ChiCom virus at a 94% rate with no treatment whatsoever.

Even Vitamin D alone in larger than normal doses would cut that impact in half.
