It's a hint that it's not from the real CDC, as those publications go through such repetitive, meticulous review before release that it can be frustrating, as it takes forever and is a highly bureaucratic process that often reduces the products to bland pap. This is from The People's CDC, which expresses what they wish the real CDC would do.
